Division of School Testing and Data Collection.
Executive Order 472
The Division of School Testing and Data Collection shall be headed by a Chief. The Division shall have the following duties and functions:
- Establish and maintain student testing information;
- Keep track and maintain school information and teacher development records;
- Administration of standardized student performance testing;
- Organize and maintain a data system pertaining to student testing;
- Cooperate with the Division of Instructional Induction and Teacher Professional Development to relay data as needed;
- Conduct training on all student testing in preparation for test administration; and
- Performance of other duties as assigned by the Director of Curriculum and Instruction.
School Testing
Assessments
- IOWA Assessments, administered in April of each year
- The test is paper based at this time.
- MOE contracts with a service provider for scoring and reporting. It takes one to two months to process the test results.
- Recent tests (2024, 2025) use the 2017 norms. Percentile ranks from 25 to 75 fall within the average for that norm.

- Enrollment for Palau schools is collected at the start of the school year

- District Manager - DSTDC
- Admin Plus - DSTDC, all public schools
- Teacher Portal - DSTDC, all public schools
Student Discipline Data
- The Admin Plus discipline facility is used only by PHS so far.
- DSTDC 'manually' collected data from July 1, 2025 to January 30, 2026.
