Terms
- ROP - Republic of Palau, used to refer more specifically the National Government of the Republic of Palau.
- MOE - Palau Ministry of Education

- SpEd - The Special Education Program of the Ministry of Education
- IDEA - Unitied State's Individuals with Disabilities Education Act
- PSHCA - Palau's Programs and Services for Handicapped Children Act of 1989 (RPPL 3-9)
- FAPE - Free and Appropriate Public Education
- Special Education Process - a structured, legally mandated procedure (under IDEA) designed to identify and support students with disabilities.
- Coordinator - Head of SpEd, oversees day-to-dayadministration and compliance of special education programs, ensuring students with disabilities receive a Free Appropriate Public Education (FAPE). ROP position title: Coordinator.
- Case Manager - Primary point of contact and overseer for one or more students’ onboarding and IEP implementation, and provides direct instruction or support services as needed. ROP position title: Classroom Teacher - Special Education.
- Resource Specialist - Provides technical assistance, capacity building, system improvement support, and second-level monitoring to ensure program goals are met. ROP position title: Education Specialist.
- IEP - Individual Education Plan.
- Child Study Team - A team formed by the school principal to determine if a child should be recommended for evaluation to receive special education services
- Eligibility Team - A team formed by SpEd to determine eligibility of the student for special education services.
- IEP Team - A team formed and by the school principal to develop the child's IEP.
- Child Find - The active effort of the MOE to identify, locate, and evaluate all children with disabilities who need early intervention or special education services
- Referral - The action taken by a parent, teacher, or inter-agency professional (doctor, etc) to identify the child to SpEd or the school
- Referral For Evaluation - The action taken by the school to request evaluation for the child, using form SE01 and its attachments
